Feds to tighten texting rules for truckers, bus drivers

Transportation Secretary Ray LaHood is expected to introduce new rules today prohibiting truck and bus drivers from using text-messaging devices, although it was not clear how violators would be penalized. Still, speaking Wednesday at the opening of a two-day Distracted Driving Summit in Washington, D.C., LaHood said personal responsibility, rather than legislation, was the key to solving the problem.
