Government begins partial shutdown

The federal government began closing some of its operations after Congress, deeply divided over the health care law backed by President Barack Obama, failed to pass a measure to allow federal agencies to continue spending money. Prior to midnight Monday, the House passed a proposal, the latest of many, to temporarily fund the government in a bill that also would delay enforcement of the "individual mandate" of the Affordable Care Act. The Senate promptly rejected the measure.
