The Minnesota Pollution Control Agency is considering adding a deposit to most containers, hoping redemption will be an incentive for the half of residents who don't currently recycle. Beverage companies and store owners opposed the plan at a recent MPCA meeting because of the increased costs for consumers. "If done right, you know, [such a plan] keeps the bottles and cans out of the lakes and gets them recycled. It's a smart idea to do it, but somebody else will have to pay for it," said Dana Rose, who owns a local liquor store.
