Report suggests Section 8 improvements

Participants in the Section 8 housing voucher program would be better off if the program were run at the metro level, says a report from the Urban Institute's Margery Turner and the Brookings Institution's Bruce Katz. They say the current system makes it difficult for people using vouchers to move from one public housing authority's jurisdiction to another to find better homes and schools.
