Shutdown could leave VA unable to pay veterans' benefits

The Veterans Affairs Department has told Congress that it will run out of money for paying benefits by the end of October if the government shutdown does not end. The VA issued a "field guide" last week that indicated that the shutdown would not immediately affect the processing of veterans' pension and compensation claims.
