Maryland tax increase could hit small firms hardest

Record layoffs have so diminished Maryland's unemployment insurance fund that the state is considering raising payroll taxes on businesses, and small-business owners recovering from the recession are wondering how they can afford them. Because half the workforce is employed at small companies, the small-business sector will "pay the biggest price," says Ellen Valentino, NFIB/Maryland.
