How Adm. Mullen won the war on bureaucracy

Adm. Mike Mullen, who retired as chairman of the Joint Chiefs of Staff over the weekend, will be remembered as a decisive, make-things-happen leader, writes retired Navy Vice Adm. George Sterner. "He didn't dwell on issues but thoughtfully collected information as an active listener, considered both sides of an issue and then moved forward," Sterner writes. "This was a refreshing approach, almost unique, in our vast bureaucracy."
