CFTC clarifies "clearing certainty" rules

The Commodity Futures Trading Commission has ruled that swap-execution facilities and futures commission merchants must share in the responsibility of assuring "clearing certainty" -- in other words, the pre-execution credit check. The CFTC contends that such a credit check should make the rejection of trades a rare event.
