Shutdown and debt-limit talks could merge

If the shutdown lingers, then negotiations over a continuing resolution to fund the government could blend with the discussions over raising the nation's debt ceiling, a potentially hazardous mix of issues, some political watchers say. "I think it's harder now than it would have been before," Sen. Jeff Flake, R-Ariz. said of the two issues. "It certainly doesn’t help to resolve it together."
