Va. DOT: Private-property owner needs bond to access culvert

The Virginia Department of Transportation has told a Bedford County man that he must post an annual surety bond for his farm pond to be connected to a drainage culvert on a department right of way. "If a private property owner wants to use one of our drainage structures, on VDOT right of way, they're going to need to pay a surety in case there was something to go wrong," said department spokesman Jason Bond. The amount of the bond hasn't been determined.
