Fingers pointed in recall blame

In a 149-page report, an independent panel alleges the federal government and ConAgra failed to meet their responsibilities to ensure an effective recall from the company's Greeley, Colo., plant. The recall involved 18.6 million pounds of beef; contaminated products were linked to 46 illnesses and one death.
