Pennsylvania budget standoff costly to schools

Gov. Ed Rendell and state Republicans have been unable to agree on the state's education budget, forcing the state to miss its school aid payment last August. The impasse is costing the public education system $1 million a week as schools borrow money or divert investment funds to make up for the revenue shortfall.
