FEMA changes view on California levee rules

Some residents of Ventura County, Calif., may get a reprieve on flood insurance because FEMA agreed Thursday to look at the Santa Clara River and Sespe Creek levees in segments instead of as a whole. A change in flood-plain designation might change how many homeowners who have government-backed mortgages would be required to buy flood-plain insurance and could affect what restrictions are placed on building.
