Rhee imposes unilateral contract changes

D.C. schools chancellor Michelle A. Rhee on Thursday outlined her "Plan B," which she had threatened to use if the D.C. teachers union did not make a decision regarding her merit-pay contract proposal. Rhee's plan includes giving poorly performing teachers 90 days to improve or lose their jobs, downgrading seniority in lay-off decisions and establishing a new teacher evaluation based in part on student test scores.
