Some EU countries open to negotiation on ETS, sources say

Britain, France and Germany are willing to negotiate on the European Union's emissions-trading scheme, sources say. The International Civil Aviation Organization is meeting in Montreal to come up with a global agreement on aviation emissions. An EU official said ICAO continues to try to negotiate the text, and may vote on the changes on Thursday with it going before the plenary on Friday, should the text win committee approval.
