Boston, feds reach agreement on extra help for ESL students

Boston's school system and federal civil rights investigators have reached an agreement under which the city will provide additional services to 8,300 students who do not speak English fluently. The city also will be required to redevelop the test it uses to determine students' English proficiency. The federal investigation found the test wrongly classified as fluent 4,000 students.
