Voters have disliked the Troubled Asset Relief Program since it was proposed by the Bush administration in 2008. They have continued to dislike it after almost two years under the Obama administration, and defeats of congressional members in the primaries show they continue to dislike the idea. The administration is working to spin TARP as a success story, and in this case, it's true, according to this Washington Post editorial.
