Schwarzenegger signs 7 California health care bills

California became the first state to enact some provisions of the health care reform law as Gov. Arnold Schwarzenegger signed seven bills into law, including one that sets up a Web-based insurance exchange. The bills also establish an oversight board for insurance exchanges and prohibit coverage exclusions for children based on pre-existing conditions, among other provisions.
