Sending trains to Penn Station could save N.J.-N.Y. rail tunnel $3B

A new New York-New Jersey rail tunnel would cost $3 billion less if planners connected the tunnel to Penn Station rather than a proposed deep-underground station, say advocates. The cost-savings proposal comes after New Jersey Gov. Chris Christie put tunnel work on hold because of financial concerns over the $8.7 billion project.
