P3 for N.Y.'s $5.2B Tappan Zee project could be "cost-saving model"

Allowing private companies to design and construct the $5.2 billion Tappan Zee Bridge over the Hudson River could represent a "cost-saving model," said Alex Marshall, a senior fellow at the Regional Plan Association. "If done right, the Tappan Zee will be built quicker and at lower cost," he added.
