Pennsylvania law may cause thousands of subs to lose licenses

By next July 1, Pennsylvania teachers who have not completed 180 hours of continuing education training within the past five years will lose their teaching licenses. Some administrators worry that the requirement will drain their pool of substitutes, who aren't paid to attend classes.
