Groups hope to convert historic school into housing

The Utica Municipal Housing Authority and Rebuild Mohawk Valley hope to secure funding that would allow them to convert a historic elementary school into apartments. The Roosevelt Elementary School in Utica, N.Y., is vacant and has a variety of structural problems, including a collapsing roof. The city is also seeking a stabilization grant that would allow it to fix the roof.
