Incandescent light bulbs aren't the big enemy

While acknowledging the sizable environmental benefits of forcing people to use compact fluorescent light bulbs, David Henderson writes that Europe shouldn't have outlawed incandescent bulbs. The environmental ethicist argues that such a move creates anger and doesn't have as big an effect as eliminating a harmful source of energy, such as coal.
