Federal government OKs construction of solar plants

Two solar power plants will go up on federal lands in California -- a 709-megawatt project on more than 6,000 acres and a smaller 45-megawatt plant on about 400 acres. Renewable-energy projects must break ground before Dec. 31 to qualify for federal grants under the American Recovery and Reinvestment Act.
