Column: Officials are slow to implement air-safety changes

Columnist Al Kamen writes that the Federal Aviation Administration and the Department of Transportation are waiting on the Office of Management and Budget to approve rules governing pilot fatigue and qualifications. Kamen writes that airlines oppose the pilot-fatigue rule because they say "the 'ill-conceived regulation' would kill as many as 400,000 jobs."
