California districts unite to cope with special-ed costs

In Orange County, Calif., all 27 districts may soon join a new special-education alliance to pool funding for lobbying and training. Some believe that much of the more than $250,000 the alliance is expected to raise annually will be spent fighting parental suits to expand school services to their disabled children.
