City would spend almost $1B on tunnel project under agreement

The Seattle City Council is expected to sign an agreement that would commit it to spending up to $927 million on a project to replace the Alaskan Way Viaduct with a tunnel. The city's funding is not currently included in the total cost of the project, which is now estimated at $3.1 billion. In the agreement, the city would take responsibility for a new sea wall, streets and parking, among other things.
