Corps of Engineers advises Wash. cities on levee work

The Army Corps of Engineers has warned Washington cities that makeshift efforts to increase the height of levees could make them less structurally sound. The Howard Hanson Dam was damaged by flooding in January, and cities downstream are looking at ways to bolster flood control.
