Florida city's irrigation system relies on rainwater

City officials in Leesburg, Fla., implemented an irrigation system with storm-water retention ponds for landscaping. "If we capture rainfall, we preserve our groundwater resources," said Ray Sharp, Leesburg's director of environmental services. The city turned to irrigation specialist Rufus Holloway to help design the system.
