Recession may make it tougher to pass climate-change legislation

Prospects for passing climate-change legislation look dim as key lawmakers have expressed concern over implementing major changes while the economy remains shaky. "I think standing in a deep economic hole is a difficult time to do big policy things that cause uncertainty," said Sen. Byron Dorgan, D-N.D. His statement comes after Carol Browner, the White House climate and energy coordinator, said President Barack Obama may be unable sign a climate bill ahead of a U.N. summit on global warming in Copenhagen that is scheduled for December.
