Holiday sales to be better than 2009's, fueled by healthy discounts

Retail sales are expected to improve this holiday season -- but they will be nudged along with healthy discounts, predicts the National Retail Federation. It expects holiday sales to rise by 2.3% over last year, reaching $447.1 billion. That would be the biggest increase in three years. In its own forecast, International Council of Shopping Centers predicts that holiday sales will increase between 3% and 3.5%.
