Democrats change their definition of who's rich in tax debate

Democrats are standing by their demand that the rich carry their fair share of the U.S. tax burden, but they redefined their target. Senate leaders rejected President Barack Obama's idea of paying for his jobs program by raising taxes on those with annual income of at least $250,000. Instead, they called for a 5.6% surtax on income over $1 million, starting in 2013.
