House panel leader wants spectrum bill advanced by Dec. 31

U.S. Rep. Greg Walden, R-Ore., chairman of the House communications subcommittee, has made it a "personal goal" to introduce, by the close of 2011, a measure authorizing an incentive auction of the D-block broadcast spectrum. The legislation is likely to face partisan opposition over whether the spectrum should be sold off to fund an emergency broadband network, with the market taking responsibility for setting it up -- a strategy supported by Walden and many GOP colleagues -- or given over for emergency use, a tactic backed by many Democrats and some Republicans.
