Former Washington, D.C., teachers union president led through fear

Washington Teachers Union head Barbara A. Bullock so intimidated colleagues that few challenged her profligate spending habits and cronyism, teachers say. Sources in the know expect Bullock, accused of stealing more than $2.5 million from the union, to accept a plea bargain for 10 years of imprisonment when she appears in federal court today.
