Column: Construction spending to face further declines

Construction spending will continue to decline into the winter, and it is difficult to estimate when spending will start to improve, Jim Haughey writes. He notes that analysts were forced to revise construction spending estimates downward for August to reflect lower cost estimates for projects. Haughey expects problems with highway funding to cause heavy construction spending to continue falling next year.
