The 2009 Ohio Casino Gaming report suggests that $45 million to $50 million will need to be spent to persuade voters to approved expanded gambling in Ohio. Sponsors of Issue 3 get their support from Penn National Gaming and Penn's partner, Cleveland Cavaliers owner Dan Gilbert. TruthPAC, the group opposing the expansion, gets much of its funding from Jeff Jacobs, a businessman who owns a West Virginia casino that would face competition from Ohio casinos. Given that a recent poll showed a majority of Ohio voters approve the expansion, it would appear the deeper pockets are winning the battle.
