New York plans funding for WTC performing arts center

New York's Lower Manhattan Development Corporation plans to provide $100 million to a proposed performing arts center at the World Trade Center. Some of the money would come from a fund earmarked for utilities that sustained damages in the 2001 attacks. The project would include a 1,000-seat theater.
