Texas district grading policy violates state law, union says

A Texas teachers union says the El Paso schools' grading policy violates state law. According to the policy, a student can earn no less than a 50 in the first grading period of every semester. However, a new state law does not allow school districts to require minimum grades. The school district says its policy does not violate the law, and it is waiting for a review to be completed by the Texas Association of School Boards.
