If re-elected, President Barack Obama might have trouble setting up the Medicare Independent Payment Advisory Board because the Senate must approve appointees to the 15-member panel of experts charged with finding ways to keep spending under control if growth exceeds a certain level. Obama's Republican challenger, Mitt Romney, might simply decline to name anyone to the board.
