Regulators are concerned by "shadow lending" by individual investors

The increasing role of individual investors in nonbank "shadow lending" is a top concern of the Federal Reserve Bank of New York. The New York Fed released a report that explores how to monitor the risks of shadow bankers, the web of largely unregulated financial firms that can't borrow in an emergency from the central bank and without traditional, insured depositors.
