Seattle School Board justifies new superintendent's one-year term

Board members say they gave new Seattle schools Superintendent Raj Manhas a one-year contract to allow them flexibility in upcoming teacher-contract negotiations and the November election of four board seats. Members also feel the contract's length will prevent Manhas from being viewed as a "substitute" superintendent.
