The most widely supported global interest-rate cut was born in a series of telephone conversations Saturday and Sunday between Federal Reserve Chairman Ben Bernanke and heads of the European Central Bank and the Bank of England. Bernanke wrapped up talks Tuesday in a conference call, during which the bankers hammered out details of the unprecedented coordinated interest-rate cut by the U.S., the ECB, the U.K., Canada, Sweden, Switzerland and China.
