FEMA and Louisiana strike deal on coverage for state agencies

Public buildings in Louisiana that are damaged in more than one natural disaster are eligible for federal assistance in each case under a new agreement with FEMA. FEMA previously had signaled it would not provide help to state agencies in such cases, a stance that was met with heavy resistance from local officials.
