Calif. city is latest to ban retail pet sales, but some say focus is misplaced

The Carlsbad, Calif., City Council blocked the sale of dogs and cats in pet stores by a 3-1 vote this week in an effort to curb puppy mill productivity. Many animal rights groups applauded the decision, but opponents say it deprives consumers of choice and doesn't solve the core problem. Carlsbad Mayor Matt Hall suggested laws should target breeder regulations, not sales, to improve conditions.
