State-run exchanges are generally having fewer problems

Consumers using the health insurance marketplaces run by Washington state, Connecticut, Minnesota and other states are experiencing fewer problems than those trying to buy coverage through the federal site. Many state-run marketplaces do not require users to create an account before shopping, as the federal exchange does, and states were able to respond to early problems quickly.
