Federal Education Bill Worries Some School Groups, State Lawmakers

President Bush's education bill, currently stalled in Congress due to the aftermath of the Sept. 11 attacks, has some school groups and state lawmakers concerned the bill may reappear in an unacceptable form. A letter from the National Conference of State Legislatures called the testing requirement in the bill an "egregious example of top-down, one-size-fits-all federal reform."
