After seven years, marking rule for unsafe food hasn't taken effect

An FDA rule created nearly seven years ago requires food shipments rejected at a U.S. port for safety reasons to be marked. But the rule is not in effect because the FDA has not specified how big the mark should be or where it should go. The rule has broad support and is designed to prevent unsafe food from reaching consumers.
