Calif. city inspectors to survey buildings at risk in major quake

Los Angeles building officials will have to start surveying 29,000 apartment buildings constructed before 1978 to help prevent disastrous damage in the event of a major earthquake. "We have a choice. We can either be prepared, or not be prepared," said City Councilman Tom LaBonge. "It's about our safety."
