The nine major U.S. retailers that report monthly saw September same-store sales rise 3.1%, down from a 5.5% increase in the same month last year, as concerns about the government shutdown and slow job growth spurred consumers to pull back on spending and seek out bargains. Discounters Costco, Fred's and Stein Mart reported better-than-expected increases, while others including Victoria's Secret parent L Brands saw slower growth and deeper discounting.
