Consumers may have to enroll in insurance by mid-Feb. to avoid penalty

Open enrollment on the Affordable Care Act health insurance exchanges runs through March 31, but people will need to begin the process of enrolling by mid-February to avoid paying a tax penalty, according to tax preparation company Jackson Hewitt. Coverage usually begins on the first day of the month, and processing of applications can take 15 days, so to be covered by the March 31 deadline, insurance would have to take effect March 1.
